TTC helps the Ministry of Digital Affairs launch the second-generation SES mPower medium Earth orbit (MEO) satellite signal on Taiping Island to enhance communication performance on the island

To support the Ministry of Digital Affairs and enhance our country's communication resilience, TTC initiated a two-year Non-Geostationary Satellite Orbits(NGSO) Emergency Network Verification Project last year (2023), which uses a Proof of Concept (PoC) approach to construct a satellite emergency network consisting of low Earth orbit (LEO) and MEO satellites to assess the feasibility of this emerging technology in improving Taiwan's digital resilience. The project will focus on constructing satellite equipment at key locations across Taiwan's main and outlying islands and areas lacking diverse backup communication systems. By the end of 2024, 700 NGSO terminal hot spots, 70 base station satellite backhaul sites, and three overseas NGSO terminal hot spots, totaling 773 locations should be completed. This initiative aims to establish Taiwan's proprietary NGSO emergency network.

Taiping Island is a crucial tactical location; however, the communication bandwidth has long been insufficient due to geographical factors, leading to difficulties in external communications. In September 2023, under the guidance of the Ministry of Digital Affairs(moda), TTC collaborated with the Ocean Affairs Council, the Coast Guard Administration, and Chunghwa Telecom to install SES mPower MEO satellite equipment on Taiping Island. This initiative successfully established a satellite transmission network for Wi-Fi and telecommunications on the island and planned and constructed the telecom company’s base stations.

In April this year, SES launched its second-generation mPower satellite communication service worldwide. On April 7, with assistance from the Ocean Affairs Council and Coast Guard Administration, TTC's technical staff returned to Taiping Island to test the SES mPower satellite. They also helped Chunghwa Telecom remotely activate the base stations' satellite links. After all tests were completed on the 16th, the island's Wi-Fi and mobile network services were officially launched. The total transmission bandwidth available to the officers and soldiers on the island can now reach 25 Mbps, improving overall communication performance by more than three times. This upgrade significantly enhances the quality of network communication.

TTC will continue to support the Ministry of Digital Affairs by collaborating with relevant departments. By the end of this year, we expect to complete 773 NGSO locations. TTC is committed to promoting and integrating these satellites with heterogeneous multi-operator emergency networks, enhancing various communication methods to strengthen the resilience of Taiwan's communication systems.
