Overview
The Telecom Technology Center (hereinafter referred to as the “TTC”) was established by the Directorate General of Telecommunications, the former telecommunications supervisory agency under the Ministry of Transportation and Communications, in response to the convergence of digital technology and to ensure a thorough understanding of the trends of information, communications, and industrial development, thereby ensuring that Taiwan’s information and communication supervisory policies and laws are in line with international development and trends. The Telecom Technology Center Plan Outline was drafted and approved by the Executive Yuan in June 2000, and on May 31, 2002, the Challenge 2008: National Development Plan listed the Telecom Technology Center as one of the key points of development, leading to active planning and organization which resulted in the establishment of the Center in February 2004.
According to Article 2 of the Charter of Endowment, the TTC was established to support research on telecommunications regulation, telecommunications technologies, and the telecommunications industry, in alignment with national telecommunications policies. It also provides inspection and certification services for telecommunications equipment, and assists in the development of technical standards and specifications to promote the advancement of telecommunications technologies. In addition, the TTC facilitates exchanges and cooperation among international telecommunications organizations and safeguards consumer rights, with the aim of fostering the development of the telecommunications industry and ensuring the security of market transactions.
Since its establishment, the Center has operated in line with Taiwan’s information and communication development plans in carrying out supervisory policies, technical specifications, and security specifications in communication and broadcasting, with the goal of acting as the government’s ICT think tank and supporting the government with information and communications policies. In response to the development of information and communication technology, the Center provides testing and verification of information and communication products, consulting, and operations and management services for relevant platforms to advance the technological upgrade of domestic manufacturers and drive industry development.
The Center's primary role is to work in line with government policies and provide supervisory support of security in information communication and broadcasting as well as technological research for industry development while pursuing the vision of "becoming a national technology center of information and communications":
- ICT Policies Think Tank: The Center assists the government in ensuring that Taiwan’s communications and broadcasting policies are in line with international trends by understanding international communications and broadcasting policies as well as spectrum resource allocation, thereby creating a sound development environment for the communications and broadcasting industry.
- ICT Tech Think Tank: In response to the development of digital technology and innovative applications, the Center provides professional technological support for government communications broadcasting to help create a comprehensive and reliable environment for the use of digital converged broadband networks.
- ICT Tech Services: In response to the continued development of information and communication technology, the Center provides testing, verification, and consulting services for industrial cybersecurity, network performance, and information and communication products to support the technological upgrade of industries.
- ICT Platform Services: As an impartial third party, the Center provides maintenance and management services of a centralized phone number database as well as a platform that allows telecom operators to carry over phone numbers to promote the vigorous development of the industry.
As the global competition in technology increases in intensity, the convergence of digital technologies such as telecommunications, information communications, and broadcasting is taking shape. The Center will identify market demand and industry trends while adhering to the consistent principle of "forward-looking and professional" under guidance from the Ministry of Digital Affairs while also actively maintaining close ties with the Executive Yuan, National Science and Technology Council, and other relevant agencies.
