“National Communications and Cyber Security Center” was unveiled by President Tsai Ing-Wen at the inauguration ceremony on 15 November, 2018

“National Communications and Cyber Security Center (NCCSC)”co-organized by TTC held the inauguration ceremony on 15 November, 2018.  President Tsai Ing-Wen was invited to chair the unveiling, Secretary-General Li Dawei of the National Security Council, Advisory Committee Member Lee Der-Tsai, Director Liao Shu-Huang, Minister without Portfolio Wu Tsung-Tsong of the Executive Yuan, and Head of Department of Cyber Security Chien Hung-Wei accompanied, and  Chairperson Chan Ting-I of the National Communications Commission and Commissioner Hung Chen-Ling, Commissioner Chen Yaw-Shyang, Commissioner Guo Wen-Chung, Commissioner Teng Wei-Chung and NCC Commissioner Sun Yeali S. joined as well as Chairman Lee Han-Ming of the Telecom Technology Center and Executive Officer Lin Hui-Tang attended the meeting to witness the historic moment of the "Cyber Security is National Security" policy realization.

The president delivered in speech that she was pleased to witness the NCCSC opening, which is an important milestone in the history of Taiwan cyber security protection.  The essential strategic concept of “Cyber Security is National Security”, posed at the beginning of her tenure, has been realized at the inauguration ceremony today which also stands for another giant stride forward towards the establishment of national security joint defense system.

The President thinks highly-secured information systems are vital infrastructure of digital nation development which can reinforce digital governance, boost digital economy and push further for industrial transformation.  Thus, to build up a safe, smooth and robust broadband communication network is the key to promote digital nation. In facing of global complex and diverse cybersecurity threats which may even lead to malicious paralysis, to establish a nation-level cybersecurity joint defense mechanism is the most important task for the nation’s sound operation over cyber security safeguard of all activities at broadband communication network and digital economy sustainable development.

The President said that we can have real-time control and effective cyber security management through NCCSC launch as of today.  Combined with auto-collection, analysis, notification, response, sharing of information security incidents and protection mechanism of international communication network maintenance interconnection will lift up security safety and achieve international cyber security joint defense effect.

Chairperson Chan also indicated that the NCCSC establishment is to ensure a safe, smooth and robust broadband communication network to consumers at lifeline level provided by operators over uninterrupted and high-quality daily maintenance and operation. NCC shall jointly firm national critical infrastructure information protection network in collaboration with the government, high-tech parks, energy, water resources, banking and finance, emergency rescue and hospital the seven key information infrastructure in-charge departments (National Development Council, Ministry of Science and Technology, Ministry of Economy, Ministry of Transport, Financial Supervisory Commission and the Ministry of Health and Welfare) to reinforce national cyber security system operation efficiency and ensure digital nation security.

Finally, President Tsai, Secretary-General Li Dawei of the National Security Council, Minister without Portfolio Wu Tsung-Tsong of the Executive Yuan, Advisory Committee Member Lee Der-Tsai of the National Security Council and Chairperson Chan Ting-I of the National Communications Commission a held the unveiling ceremony together as the first step in Taiwan's cyber security protection.
