Overview
♦ Background of Establishment
Telecom Technology Center (hereinafter referred to as “TTC”) was established in response to the convergence of digital technologies and the need to keep pace with developments in information, communications, and related industries. Initiated by the Directorate General of Telecommunications, the former telecommunications regulatory agency under the Ministry of Transportation and Communications, TTC was created to ensure that Taiwan’s ICT regulatory policies and legal frameworks remain aligned with global trends and international best practices. The foundation for TTC was laid when the Telecom Technology Center Plan Outline was approved by the Executive Yuan in June 2000. On May 31, 2002, the Challenge 2008: National Development Plan identified TTC as a key national development priority, and after intensive preparations, it was formally established in February 2004.
According to Article 2 of its Charter of Endowment, TTC was established to conduct research on telecommunications regulation, technologies, and industry development in keeping with national telecommunications policies. TTC also provides inspection and certification services for telecommunications equipment and assists in developing technical standards and specifications to advance telecommunications technologies. In addition, TTC promotes international exchange and cooperation among telecommunications organizations and safeguards consumer rights, with the goal of fostering sound industry development and ensuring fair and secure market transactions.
Since its establishment, TTC has supported Taiwan’s national strategies for developing information and communication technologies by conducting research on regulatory policies, technical specifications, and security standards. As the government’s ICT think tank, TTC contributes to the formulation of policies and strategies. In response to the rapid evolution of ICT, it provides product testing and certification, professional consulting, and platform operation and management services to help domestic manufacturers upgrade their technological capabilities and foster the growth of related industries.
♦ Vision and Mission
TTC’s primary role is to support government policies by conducting research on communications, broadcasting, and cybersecurity supervision, as well as on related technologies and industrial development. Pursuing its vision of becoming Taiwan’s national center for information and communications technology, TTC focuses on the following four key areas:
- ICT Policies Think Tank: TTC monitors international communications policies as well as spectrum resource allocation, assisting the government in ensuring that Taiwan’s policies keep pace with global trends and in fostering a sound environment for industry development.
- ICT Tech Think Tank: In response to the growth of digital technologies and innovative applications, TTC provides professional technical support to help build a comprehensive, reliable, and future-ready digital broadband environment.
- ICT Tech Services: To address the ongoing advancement of ICT, TTC offers services in cybersecurity, network performance, product testing and certification, and professional consulting, thereby supporting domestic industries in upgrading their technological capabilities.
- ICT Platform Services: Acting as an impartial third party, TTC operates and manages the Number Portability Administration Center (NPAC) and related platforms, contributing to the robust development of the telecommunications industry.
As global technological competition intensifies, the convergence of digital technologies—telecommunications, information, and broadcasting—has taken shape. In this context, TTC continues to track and anticipate market demand and industry trends, upholding its long-standing principles of being forward-looking and professional. Guided by the Ministry of Digital Affairs, TTC maintains strong ties with National Communications Commission, National Science and Technology Council, and other institutions to integrate national resources and fulfill its role as a think tank for ICT policies and technologies. By leveraging the collective strengths of industry, government, and academia, TTC fosters innovation in services and applications, drives the growth of Taiwan’s ICT industry, and supports the government in realizing the vision of a “Digital Nation and Innovative Economy.”
