- Taiwan has further enhanced its emergency communications response capabilities - TTC showcases technology for High Altitude Platform Station (HAPS)

- The Telecom Technology Center (TTC) developed a high-altitude communication platform under the guidance of the Ministry of Digital Affairs(moda). Today, on the 24th, TTC held a HAPS Test and Demonstration at Luye Highlands in Taitung County to showcase the capabilities of communications facilitated by high-altitude balloons. The equipment demonstrated its application in restoring signals in disaster areas, highlighting Taiwan's strong foundation in digital infrastructure, agile emergency response capabilities, and innovative technologies.

- To support the Ministry of Digital Affairs and enhance our country's communication resilience, TTC initiated a two-year Non-Geostationary Satellite Orbits(NGSO) Emergency Network Verification Project last year (2023), which uses a Proof of Concept (PoC) approach to construct a satellite emergency network consisting of low Earth orbit (LEO) and MEO satellites to assess the feasibility of this emerging technology in improving Taiwan's digital resilience. The project will focus on constructing satellite equipment at key locations across Taiwan's main and outlying islands and areas lacking diverse backup communication systems. By the end of 2024, 700 NGSO terminal hot spots, 70 base station satellite backhaul sites, and three overseas NGSO terminal hot spots, totaling 773 locations should be completed. This initiative aims to establish Taiwan's proprietary NGSO emergency network.

- The TTC and DEKRA signed a memorandum of cooperation to establish a strategic partnership for artificial intelligence security, cybersecurity and low-orbit satellite testing technology

- The TTC has entered into a strategic cooperation with DEKRA, a world-renowned testing and certification organization. The two parties signed a memorandum of cooperation on January 25, 2024, and will be committed to promoting the development of testing technologies related to artificial intelligence (AI) security, cybersecurity, and low-orbit satellites (LEO). The main topic of cooperation is to jointly establish an advanced AI security laboratory, formulate relevant testing standards, and provide AI testing services to ensure the safe use of AI. The two parties also agreed to continue to explore potential opportunities for cooperation in the fields of semiconductors, internet of vehicles C-V2X, radio frequency products, low-orbit satellites and cybersecurity by providing the infrastructure necessary for digital transformations to provide secure and reliable testing environments.

- In light of active development of the domestic UAV industry, the TTC is coordinating with government policies with the support of the Ministry of Science and Technology and Ministry of Digital Affairs in preparing the implementation of UAV cybersecurity testing capabilities. On March 1, 2023, the TTC partnered with private laboratories in the joint establishment of the “UAV Cybersecurity Joint Testing Laboratory” and formulated the “UAV Cybersecurity Specification Standards” to establish a domestic cybersecurity testing ecosystem for UAV and help introduce cybersecurity protections for the industry.
In order to enable a smooth integration of the domestic UAV industry with international markets, the TTC has partnered with the professional global inspection and testing certification organization DEKRA Group while referencing the “UAV Cybersecurity Specification Standards” jointly formulated with private laboratories to pass DEKRA’s on-site laboratory evaluation for the testing criteria of UAV. Today (11/28), the TTC officially became an authorized DEKRA test laboratory for UAV cybersecurity testing. A certification ceremony was held as the event marked a new milestone for domestic UAV cybersecurity testing capabilities. In addition to assisting domestic UAV manufacturers in complying with domestic security requirements, the TTC’s partnership with DEKRA will also support domestic UAVs in obtaining international certification to access the international export market by enhancing the domestic UAV industry’s competitiveness and visibility.

Through diverse technologies and heterogeneous solutions, we aim to enhance the resilience of our nation's communication networks.
